COVID-19 Planning Board Meeting Protocol
The City of Westbrook is now holding Planning Board meetings in-person at the Westbrook Performing Arts Center (471 Stroudwater Street). For the safety of residents and Planning Board members, we ask all attendees wear a mask and maintain physical distancing within the building. Capacity within the Performing Arts Center will be limited to 50-attendees, in accordance with the gathering size limits established by Governor Mills.
Planning Board meetings are broadcast on Westbrook Community TV (Spectrum channel 1302) as well as live on the City’s Website: www.westbrooktv.viebit.com
Written comments that are received prior to Noon on the Friday before the Planning Board meeting will be provided to the Planning Board. We highly suggest the method of providing written comments prior to the meeting as the best way to ensure your comments are provided to the Board.

Responsibilities & Services
The Planning Board is the approval body for allowable residential and commercial development. In addition, the Planning Board is an advisory body to the City Council on matters related to the Land Use Ordinances, Contract Zoning and the Comprehensive Plan.

The Planning Board is composed of 9 members appointed by the Mayor, subject to the approval of the City Council. Members represent each of the City's 5 wards and 2 members are selected from the city at-large. In addition, 2 alternates are appointed from the city at-large. All terms are for 5 years and the 9 members must be residents and registered voters of the City of Westbrook.

Correspondence may also be submitted via Email. Staff of the City of Westbrook deliver all letters and emails to the Board at the discretion of the Planning Board and/or applicable laws.
If correspondence is related to an application before the Board, it must be submitted by 4 p.m. the Thursday prior to the meeting date at which the application will be reviewed by the Board. Information submitted after the deadline will be delivered to the Board at the next available meeting. This does not apply to comments made at a scheduled public hearing.
Application Discussion Rules
Direct contact with a Planning Board member by an applicant or member of the public in relation to an application under review by the Board is strongly discouraged. These discussions may be deemed to be "ex-parte" communication, which may have legal ramifications on an application or appeal.
